Helicopter External Load Operations: FAA Part 133

March 5, 2026

FAA Part 133 rotorcraft external-load operators perform one of aviation's most demanding specialties: lifting and transporting loads suspended beneath a helicopter. This includes construction work, logging, firefighting, utility line installation, and search and rescue operations.

Classes of External-Load Operations

The FAA classifies external-load operations by the nature of the load:

  • Class A — Load at rest on a surface; helicopter takes off with it
  • Class B — Load is lifted free of the surface; not touching during flight
  • Class C — Load is carried in water or dragged along a surface
  • Class D — "Human external cargo" — personnel carried externally (rescue operations)

Certification

Part 133 operators must hold a rotorcraft external-load operator certificate from the FAA. Pilots must hold a commercial pilot certificate with a helicopter rating and specific training in sling-load operations.
